Brief about the Council Secretariat
The General Secretariat of the University Affairs Council provides full support to the Council in carrying out its work and responsibilities by submitting the necessary studies that contribute to informed and effective decision-making.
The General Secretariat also works to provide the necessary data and information that facilitate the decision-making process and ensure continuous monitoring and implementation. This is done in a stimulating and attractive environment that contributes to achieving the Council's efficiency and effectiveness, achieving the strategic objectives of universities and enhancing their role in the academic community.

Since its establishment (27) years ago until now, the General Secretariat has gone through three time periods as follows:
First period: In the name of the General Secretariat of the Higher Education Council
The General Secretariat continued with this title for about (22) years, during which (76) meetings of the Higher Education Council were held, during which nearly (one thousand) decisions were taken, most of which were characterized by strategy, as these decisions contributed to addressing many of the issues facing university education, the most important of which were admission to universities, emphasizing the quality of outputs and academic accreditation, and restructuring colleges and departments, where radical changes were adopted to reach a new structure for universities that is consistent with the trends of the labor market through a group of programs and plans, in addition to the decision to establish the National Center for Measurement and Evaluation in Higher Education, and the decision of the Custodian of the Two Holy Mosques Program for Foreign Scholarships, as one of the important and influential decisions of the Higher Education Council.
Second term: In the name of the temporary committee acting as the Higher Education Council
The General Secretariat continued under this title for about four years and six months, during which (22) meetings were held, in which the committee assumed the powers that were assigned to the Higher Education Council under the Higher Education and Universities Council System, related to the ongoing executive matters necessary for the running of the universities' work. The General Secretariat of the Interim Committee was also assigned by His Excellency the Minister to represent the Ministry in all meetings, whether inside or outside the Ministry, related to the draft universities system and to discuss all proposals and amendments to the draft.
Third period: In the name of the General Secretariat of the Council of University Affairs
This is the current period, as the General Secretariat has begun to carry out the work of the University Affairs Council, after the issuance of the new Universities Law on 3/2/1441 AH. In this phase, the General Secretariat of the University Affairs Council will carry out the duties of two secretariats: the first relates to the (three) universities to which the new law will be applied as a first phase, and the other relates to the University Affairs Council exercising the powers of the (abolished) Higher Education Council over the universities that will continue to apply that law. In addition, there are many tasks that the Secretariat will carry out in the establishment phase, the most important of which are: the administrative and advisory structure of the Secretariat, and direct supervision of all work teams that will undertake the study of draft regulations and systems approved by the University Affairs Council, especially since according to what is stipulated in Article (Seven) of the University Affairs Council Law, there are (24) items, all of which relate to the approval of regulations, rules and systems that require prior studies, intensive meetings and direct supervision by the Secretary-General of the Council. The Secretariat's duties also include attracting a wide range of qualified personnel and consultants to prepare the necessary regulations, rules and regulations, as well as holding seminars, meetings and workshops in coordination with officials in the Ministry or other relevant government agencies.

The establishment of the website of the General Secretariat of the Council of University Affairs comes in response to the qualitative developments witnessed by the university sector, which has received unprecedented support, culminating in the issuance of the new University Law, enabling universities to advance in fulfilling their educational, scientific, research, and developmental missions. It also aligns with the digital transformation the Kingdom is experiencing in implementing e-government across its public government sectors.
Since the issuance of Royal Decree No. M/8, dated 04/06/1414 AH (4/6/1414 AH), approving the Higher Education Council Law, the General Secretariat has gone through three phases. The first phase was under the name of the General Secretariat of the Higher Education Council, during which the Council issued more than (1,550) decisions. The second phase was under the name of the Interim Committee Acting as Acting Higher Education Council, during which the committee issued more than (450) decisions. The third phase was under the name of the General Secretariat of the Council of University Affairs, during which the Council issued (230) decisions to date...
