On the twelfth of Rajab 1373 AH, a royal decree was issued approving the Council of Ministers' System. Article Nineteen stipulated that the Council of Ministers shall consist of several divisions, including the Technical Experts Division. Accordingly, a royal decree was issued approving the Council of Ministers' Divisions System. Chapter Three thereof specifically addresses the Experts Division, including its formation and terms of reference.
On the twelfth of Safar 1394 AH, Cabinet Resolution No. (168) was issued, specifying the formation of the Experts Division, how it shall carry out its work, and the organization of its financial conditions and powers. On the sixteenth of Dhul-Qi'dah 1394 AH, Royal Decree No. (431) was issued approving the Division's bylaws. On the 18th of Jumada al-Ula 1396 AH, Royal Decree No. (3/M/1653) was issued approving the establishment of an independent budget for the Experts Division, establishing it as a branch of the Council of Ministers. On the 20th of Shawwal 1402 AH, Cabinet Resolution No. (166) was issued approving the organizational regulations for the work of the General Committee of the Council of Ministers, including the regulation of the relationship between the General Committee and the Experts Division. On the 3rd of Rabi' al-Awwal 1414 AH, the (current) Council of Ministers System was issued pursuant to Royal Decree No. (A/13), which amended the name of the Experts Division to the Council of Experts.
