The Council of University Affairs is the body responsible for regulating and developing the higher education sector in the Kingdom of Saudi Arabia. It formulates general policies for universities, enhances the quality of education and scientific research, and supports innovation to ensure that academic institutions keep pace with the latest international standards and achieve the goals of Saudi Vision 2030.

Since the issuance of Royal Decree No. M/8, dated 04/06/1414 AH (June 4, 1414 AH), approving the Higher Education Council's bylaws, the General Secretariat has undergone three periods, as follows:

The electronic certificate is accredited by authorities in the Kingdom of Saudi Arabia, as it contains a quick response code that verifies its authenticity.
