Chapter Two: Objectives and Scope of Application of the Regulation
المادة الثانية
This regulation aims to regulate scientific research and innovation activities in universities and their affiliated research bodies.
المادة الثالثة
Scientific research and innovation activities aim to enrich science and knowledge in all fields that serve humanity and promote a knowledge-based and innovative economy, in line with the state's development plans and the interests and needs of society.
المادة الرابعة
The University encourages researchers, including faculty members, those in similar positions, students, and other interested individuals, to conduct original research and innovations that contribute to enriching specialized knowledge and serving society, and to provide the means for its completion and utilization.
Chapter Three: Regulatory Framework
المادة الخامسة
Subject to the provisions of the system and the regulations and rules issued by the University Affairs Council, and in a manner that does not conflict with the duties of the Scientific Council, the University Council shall approve the general frameworks for policies and areas of scientific research and innovation based on the recommendation of the Scientific Council.
المادة السادسة
A permanent committee for scientific research and innovation shall be formed by decision of the Academic Council, emanating from and subordinate to it, and chaired by the Vice President. This committee shall be responsible for all matters related to scientific research and innovation at the university. In particular, this committee shall:
Oversee the university's performance in developing scientific research and innovation and directing it to address local and international societal issues.
Recommend research rules and regulations to the Academic Council.
Approve research initiatives, studies, and innovations consistent with the university's vision and strategic directions.
As referred to it by the Academic Council or the University President.
Any other tasks or responsibilities specified by the executive regulations.
Chapter Four: Innovation
المادة الثامنة
Subject to the provisions of the system, the university may establish an executive administration concerned with innovation, and it may combine innovation with scientific research or entrepreneurship in a manner consistent with the university’s vision, objectives and orientations. The executive rules shall determine the administration’s tasks in accordance with the system and the provisions of these regulations.
المادة التاسعة
The Executive Administration concerned with innovation may have specialized centers based on the areas of innovation in which the university is interested, in accordance with what is approved by the University Council based on the proposal of the Standing Committee and the recommendation of the Academic Council.
